Raptor Technologies v. Procurement Policy Board

Raptor Technologies v. Procurement Policy Board, 2026 UT App 153 (Tenney, J.)

Administrative Law

The Utah Court of Appeals held:

(1) The protest officer correctly rejected Raptor’s protest because the Procurement Code states that a protest must include the “grounds for the protest,” and Raptor’s protest did not include a legal ground for reversal.

Practice tip:

The Procurement Code makes it clear that the analysis, at any level, must ultimately be focused on what was included in the original protest.
