A company lost a bid on a government contract for inmate telephone services. The company sought to appeal the decision, but the board dismissed that appeal because the company failed to attach a copy of the underlying decision to the appeal. The Utah Court of Appeals affirmed, holding:
- The statutory rules for filing an appeal with the board—Utah Code § 63G-6a-1702 to -1703—require strict compliance. One of those rules is attaching the underlying decision to the appeal. Because the company failed to strictly comply with the rule, the board correctly dismissed the appeal.
