The Utah Court of Appeals held:

Defendant’s Sixth Amendment right to a speedy trial was not violated because, although the initial 10-month delay caused by the State’s negligence was significant, Defendant’s claim that he suffered prejudice from the total 27-month delay is speculative. And without more, the length and nature of the delay are not sufficiently extraordinary to constitute a speedy trial violation.
