The Utah Court of Appeals held:

  • A juvenile court is not bound to accept expert testimony in its entirety and can weigh the importance of expert testimony in light of the other evidence in the case. 
  • DCFS can meet their statutory requirement to make reasonable efforts at reunification, if DCFS makes a fair and serious attempt at reunification even if they could have done more.
