(1) The 2016 amendment to Utah’s Government Records Access and Management Act (GRAMA) did not place federal Family Educational Rights and Privacy Act (FERPA) education records outside GRAMA’s reach.
(2) School district satisfied FERPA’s disclosure requirements by allowing parents to inspect and review unredacted video at the school.
