At a relinquishment hearing, Mother stated that she would relinquish her parental rights because an open adoption would ensue. After learning an open adoption was not guaranteed, Mother refused to sign a relinquishment document. The juvenile court terminated her parental rights anyway interpreting the governing statute as allowing relinquishment under certain circumstances without a signed document from the parent. Mother appealed. The Court of Appeals reversed, holding:
