The Utah Court of Appeals held:
- Aunt’s petition for permanent guardianship should not have been granted, and Father’s petition to dissolve temporary guardianship should not have been denied.
- The court’s findings did not support a conclusion that Child could not be safely returned to Parents.
- Father substantially complied with the terms of a stipulated order, and, as a result, should have been reunited with Child.
