Standing

A journalist filed a GRAMA request seeking records about a former county commissioner. The city agreed to release those records, and the commissioner appealed that decision. The district court held that the commissioner had standing to challenge the records release. The Utah Supreme Court reversed, holding:

  • Under the GRAMA statute, a subject of a records request does not have standing to seek review of a GRAMA-related decision. Because the commissioner lacks standing under the statute, he cannot rely on traditional or alternative standing grounds.
