Plaintiffs requested election-related documents from various counties under GRAMA. The counties largely denied the requests. Plaintiffs sought judicial review of the denials, and Lt. Governor Henderson intervened and moved to dismiss the case. The district court granted the motion. Plaintiffs appealed. The Utah Court of Appeals affirmed, holding:
